mpact of Nuclear Regulation on Uranium Project Sustainability John Jarrell Nuclear Regulation as Applied in Canada As in many countries, Canada has established a national regulatory agency thatdeals solely with the development and application of nuclear energy. While thereare other federal regulatory agencies that deal with specific aspects of the nuclearfuel cycle business in Canada, a federal nuclear agency, the Canadian NuclearSafety Commission (CNSC), usually takes the lead role. There is someinvolvement from the national environmental agency, Environment Canada, aswell as an agency structured to deal with Canada's fisheries (Department ofFisheries and Oceans), the national health care regulatory agency, Health Canada,and the national labour regulator, Human Resources Development Canada. In thecase of Canadian uranium mine development, there is also a strong provincialregulatory interest. The provincial environmental agency, SaskatchewanEnvironment, takes a co-management role on regulating environmental matterswith the CNSC, as does Saskatchewan Labour on health, safety, and radiationprotection issues. The two lead regulatory agencies, the CNSC and SaskatchewanEnvironment, generally dedicate one project officer each per uranium mine site.This helps coordinate regulatory efforts, both within a given agency and betweenthe various agencies charged with regulating Cameco’s affairs.
