WHO IS UNHCR? UNHCR is the United Nations High Commissioner for Refugees, also known as the United Nations Refugee Agency. UNHCR has a specific mandate from the member countries of the United Nations to help refugees and other displaced people all over the world. Refugees are people who are forced to flee their homes because of a well founded fear of persecution based upon their race, religion, nationality, political opinion or membership in a particular social group. There are approximately 10 million refugees in the world. There are an equal number of people who are in need of UNHCR assistance who are not strictly defined as refugees, including those who have no nationality (stateless people), former refugees who are returning to their home country (returnees), and many who fear persecution but are unable to leave their country (internally displaced persons).
